UNHQ, New York: The United Nations Security Council failed to adopt a resolution demanding a permanent ceasefire in Gaza, after the United States vetoed the measure despite overwhelming support from the other 14 Council members. The blocked text\u2014drafted by Slovenia on behalf of the 10 elected members\u2014sought to halt hostilities, ensure the release of all hostages, and guarantee unimpeded humanitarian access to the besieged enclave.<\/p>\n

The United States stood alone in opposition, using its veto power to shut down what several nations called a moral and humanitarian imperative. \u201cAny product that undermines our close ally Israel\u2019s security is a non-starter,\u201d said Ambassador Dorothy Shea<\/strong>, the U.S. Charg\u00e9 d\u2019Affaires ad interim to the United Nations. \u201cThis resolution is unacceptable for what it says, what it omits, and the process behind it.\u201d<\/span><\/p>\n<\/div>\n

The move triggered sharp criticism across the Council. Algeria\u2019s Ambassador Amar Bendjama<\/strong>, speaking on behalf of the Arab Group<\/strong>, called the failed vote a symbol of \u201cthe agony of multilateralism,\u201d arguing that the Security Council was enabling Israel\u2019s continued operations in Gaza through inaction. \u201cSilence cannot hold the hand of the dying,\u201d he said. \u201cWe must speak\u2014loudly.\u201d<\/span><\/p>\n<\/div>\n

Russia\u2019s Permanent Representative, Ambassador Vassily Nebenzia<\/strong>, condemned the veto as another political maneuver that prioritizes alliances over human lives. \u201cToday we all had another opportunity to see who really wants peace in the Middle East, and who wants to continue playing political games,\u201d he said. Nebenzia described the resolution as the \u201cbare minimum\u201d of what should have been offered to a population on the brink of annihilation.<\/span><\/p>\n<\/div>\n

China\u2019s Ambassador Fu Cong<\/strong> criticized the U.S.-Israel-controlled aid mechanism as a \u201cdeath trap,\u201d pointing to repeated civilian casualties near aid distribution points and accusing Israel of using humanitarian aid to further displace civilians. \u201cMilitary means are not the solution,\u201d he warned, emphasizing that impartiality and neutrality are being undermined. Fu underscored that continued military escalation only deepens civilian suffering and discredits the Council\u2019s legitimacy<\/span><\/p>\n<\/div>\n

The United Kingdom<\/strong>, while condemning Hamas\u2019 attacks, also rebuked Israel\u2019s expanded military operations and severe aid restrictions as \u201cunjustifiable, disproportionate, and counterproductive.\u201d<\/span><\/p>\n<\/div>\n

, co-author of the draft, insisted the text had no hidden agenda. \u201cIt was never our intention to provoke a veto,\u201d said its representative. \u201cThis was a humanitarian draft.\u201d Sierra Leone called it \u201cthe bare minimum required,\u201d while Panama noted it represented the lowest common denominator the Council should be able to defend.<\/span><\/p>\n<\/div>\n

Riyad Mansour<\/strong>, the observer for the State of Palestine, accused Israel of weaponizing aid and using starvation as a tool of collective punishment. \u201cAn entire civilian population is brought to the edge of famine,\u201d he said. \u201cYou cannot even say something about that?\u201d He warned that failure to act effectively greenlights what he described as \u201cengineered starvation.\u201d<\/span><\/p>\n<\/div>\n

Pakistan\u2019s Ambassador Asim Iftikhar Ahmad<\/strong> called the vote \u201canother low in the history of this august body,\u201d stating that \u201cto kill civilians seeking bread and water is to criminalize survival.\u201d Somalia\u2019s representative demanded an end to the occupation, calling it the only path to lasting peace. Denmark\u2019s envoy emphasized that humanitarian assistance must never be politicized: \u201cWe have all seen the chaotic scenes at recently established aid distribution sites,\u201d she said.<\/span><\/p>\n<\/div>\n

Even France<\/strong>, a close U.S. ally, expressed dissatisfaction. Its envoy declared: \u201cWe all know the tragedy taking place under our very eyes in Gaza\u2014few words are needed.\u201d France reiterated its commitment to co-hosting a two-State solution conference with Saudi Arabia in mid-June.<\/span><\/p>\n<\/div>\n

Israel\u2019s Ambassador Danny Danon<\/strong>, in stark contrast, defended the U.S. veto, insisting it had prevented a deeply flawed resolution from advancing. \u201cToday, this Council stood at a crossroads, and most of you chose wrong\u2014you chose appeasement,\u201d he said. He accused the resolution of failing to condemn Hamas and of undermining real efforts to retrieve hostages. \u201cNo resolution, no vote, will stand in our way,\u201d he added.<\/span><\/p>\n<\/div>\n

The U.S. justified its veto by arguing that the proposed ceasefire would leave Hamas intact and militarily capable. Ambassador Shea claimed the draft resolution drew false equivalencies and failed to account for what she described as Hamas’ abuse of past aid mechanisms. \u201cPerformative actions designed to draw a veto,\u201d she added, \u201care harmful while delicate diplomacy is at work.\u201d<\/span><\/p>\n<\/div>\n
