EDUARDO MUNOZ\/REUTERS<\/a><\/p>\n<p style=\"text-align: left\">New york &#8211; Homemad News &#8211; From- \u00a0FP<\/p>\n<p style=\"text-align: left\">The highlights this week: China picks sides in the <strong>Iran-Israel conflict<\/strong>, Chinese President Xi Jinping travels to <strong>Kazakhstan<\/strong>, and China flexes its <strong>rare-earths leverage <\/strong>over the United States.<\/p>\n<h3 style=\"text-align: left\">China Supports Iran, Condemns Israel<\/h3>\n<p style=\"text-align: left\">China has taken a stance on the ongoing Iran-Israel conflict. On Saturday, Foreign Minister Wang Yi <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-06-17\/china-warns-iran-israel-conflict-may-spiral-calls-for-peace?sref=gAQr8Hwd\" target=\"\" rel=\"noopener\">told<\/a>his Israeli counterpart in a phone call that Israel\u2019s strikes against Iran were \u201cunacceptable\u201d and a \u201cviolation of international law.\u201d<\/p>\n<p style=\"text-align: left\">Wang <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/wjbzhd\/202506\/t20250615_11648771.html\" target=\"\" rel=\"noopener\">offered support<\/a> to his Iranian counterpart in \u201csafeguarding [Iran\u2019s] national sovereignty, defending its legitimate rights and interests, and ensuring the safety of its people.\u201d Chinese President Xi Jinping echoed these comments in a <a href=\"https:\/\/www.reuters.com\/world\/china\/chinese-embassy-israel-urges-citizens-leave-2025-06-17\/\" target=\"\" rel=\"noopener\">statement<\/a>Tuesday. The Chinese response is stronger and more direct than its reaction to the <a href=\"https:\/\/foreignpolicy.com\/2024\/10\/01\/china-backs-iran-middle-east-conflict-israel-lebanon-gaza\/\">round of conflict<\/a>between Iran and Israel last fall.<\/p>\n<p style=\"text-align: left\">China has mustered its diplomatic resources, including issuing a <a href=\"https:\/\/eng.sectsco.org\/20250614\/1861649.html\" target=\"\" rel=\"noopener\">condemnation<\/a> of Israel\u2019s latest strikes through the Shanghai Cooperation Organization (SCO), of which Iran is a member. This prompted a <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/6\/16\/why-india-refused-to-join-sco-condemnation-of-israels-attacks-on-iran\" target=\"\" rel=\"noopener\">rebuke<\/a> from India, an SCO member with strong arms-trading ties to Israel that was not consulted on the statement.<\/p>\n<p style=\"text-align: left\">Iran has drawn closer to China in recent years, with the two countries <a href=\"https:\/\/thediplomat.com\/2017\/12\/china-iran-to-deepen-military-ties\/\" target=\"\" rel=\"noopener\">cooperating<\/a> regularly on <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/3\/12\/iran-russia-china-conduct-joint-naval-drills-in-gulf-of-oman\" target=\"\" rel=\"noopener\">military exercises<\/a> and signing an economic, military, and security cooperation <a href=\"https:\/\/www.aljazeera.com\/news\/2022\/1\/15\/iran-says-25-year-china-agreement-enters-implementation-stage\" target=\"\" rel=\"noopener\">agreement<\/a> in 2021. More than <a href=\"https:\/\/www.nytimes.com\/2024\/10\/04\/business\/iran-oil-sales-china.html\" target=\"\" rel=\"noopener\">90 percent<\/a> of Iranian oil exports go to China\u2014using a <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/the-axis-of-evasion-behind-chinas-oil-trade-with-iran-and-russia\/\" target=\"\" rel=\"noopener\">system of workarounds<\/a> to bypass Western banks and shipping services and yuan-denominated transactions to avoid triggering sanctions.<\/p>\n<p style=\"text-align: left\">If Israel is successful in disrupting Iran\u2019s oil industry, it could be painful for China. But since Iran is only China\u2019s <a href=\"https:\/\/www.energypolicy.columbia.edu\/sites\/default\/files\/file-uploads\/Where%20Does%20China%20Get%20Its%20Oil_%20-%20The%20Wire%20China.pdf\" target=\"\" rel=\"noopener\">sixth-biggest supplier<\/a>, China will be able to absorb the blow.<\/p>\n<p style=\"text-align: left\">China is unlikely to provide Iran with anything more than rhetorical support, despite its strong statement. It has <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/29\/china-middle-east-united-states-regional-hegemon-war\/\">little desire<\/a> to get drawn further into Middle Eastern affairs, instead welcoming the <a href=\"https:\/\/www.the-independent.com\/news\/world\/americas\/us-aircraft-carrier-military-iran-israel-b2771156.html\" target=\"\" rel=\"noopener\">distraction<\/a> for the United States. Hawks in Washington have tried to sell the China-Iran connection as stronger than it is; Iran is ultimately marginal to China\u2019s core interests.<\/p>\n<div class=\"in-article-piano-gating-container\" style=\"text-align: left\"><\/div>\n<p style=\"text-align: left\">If China were to intervene, it would probably be to pressure Iran not to close the Strait of Hormuz to shipping, as Tehran has <a href=\"https:\/\/www.reuters.com\/world\/uk\/ukmto-warns-rising-electronic-interference-gulf-strait-hormuz-2025-06-16\/\" target=\"\" rel=\"noopener\">threatened<\/a> in the past. Although China\u2019s <a href=\"https:\/\/www.energypolicy.columbia.edu\/sites\/default\/files\/file-uploads\/Where%20Does%20China%20Get%20Its%20Oil_%20-%20The%20Wire%20China.pdf\" target=\"\" rel=\"noopener\">main oil supplier<\/a> is Russia, <a href=\"https:\/\/carnegieendowment.org\/research\/2023\/05\/why-china-is-emerging-as-a-main-promoter-of-stability-in-the-strait-of-hormuz?lang=en\" target=\"\" rel=\"noopener\">about half<\/a> of all Chinese oil imports come from Gulf states. A disruption of the strait and subsequent surge in energy prices would be painful for China\u2019s <a href=\"https:\/\/www.reuters.com\/markets\/asia\/chinas-factory-output-slows-retail-sales-unexpectedly-robust-2025-06-16\/\" target=\"\" rel=\"noopener\">already struggling<\/a> economy.<\/p>\n<p style=\"text-align: left\">China may have hopes of acting as a peacemaker, building on its mediation of Iran-Saudi <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/iransource\/iran-saudi-arabia-china-deal-one-year\/\" target=\"\" rel=\"noopener\">reconciliation<\/a> in 2023. But it\u2019s hard to see Israel accepting China as a neutral broker. Sino-Israeli relations have <a href=\"https:\/\/www.cfr.org\/blog\/fickle-friends-sino-israeli-ties-buckle-amid-war-hamas\" target=\"\" rel=\"noopener\">degenerated<\/a> amid the Israel-Hamas war, both due to China\u2019s pro-Palestinian position and <a href=\"https:\/\/theconversation.com\/china-why-there-has-been-a-sudden-surge-of-antisemitism-in-the-peoples-republic-217116\" target=\"\" rel=\"noopener\">outbreaks of antisemitism<\/a> on the Chinese internet. Turning to China for a deal would also risk alienating a petulant U.S. president.<\/p>\n<p style=\"text-align: left\">For China, an upside of the Iran-Israel conflict could be new markets for its defense technology. Pakistan <a href=\"https:\/\/www.reuters.com\/world\/india\/global-militaries-study-india-pakistan-fighter-jet-battle-2025-05-08\/\" target=\"\" rel=\"noopener\">outperformed expectations<\/a> in its recent skirmish with India, a success attributed in large part to its use of Chinese systems: the <a href=\"https:\/\/www.npr.org\/2025\/06\/11\/1253992704\/what-does-pakistans-use-of-a-new-chinese-fighter-jet-mean-for-the-future\" target=\"\" rel=\"noopener\">J-10C fighter jet<\/a>, which was <a href=\"https:\/\/nationalinterest.org\/blog\/buzz\/chinas-j-10-fighter-has-become-an-internet-sensation\" target=\"\" rel=\"noopener\">battle-tested<\/a> for the first time in that conflict, and the mostly <a href=\"https:\/\/www.scmp.com\/news\/china\/science\/article\/3310134\/easy-abc-how-pakistan-unified-radars-jets-and-warning-aircraft-against-india\" target=\"\" rel=\"noopener\">Chinese-made<\/a> air defense system.<\/p>\n<p style=\"text-align: left\">So far, Israel has <a href=\"https:\/\/www.bbc.com\/news\/articles\/cx2lxkpekedo\" target=\"\" rel=\"noopener\">dominated<\/a> over Iran\u2019s outdated air defense systems and air force, and remedying that is going to be high on Tehran\u2019s agenda once it has some breathing room. Middle Eastern buyers were <a href=\"https:\/\/www.forbes.com\/sites\/pauliddon\/2025\/05\/07\/china-struggles-to-attract-middle-eastern-buyers-for-its-fighter-jets\/\" target=\"\" rel=\"noopener\">previously skeptical<\/a> of J-10s, but Iran <a href=\"https:\/\/www.eurasiantimes.com\/chinas-j-10-fighters-amid-rising-israel-tensions\/\" target=\"\" rel=\"noopener\">seemed interested<\/a> before the current conflict.<\/p>\n<p style=\"text-align: left\">China was once a <a href=\"https:\/\/www.orfonline.org\/research\/china-s-arms-transfer-to-iran\" target=\"\" rel=\"noopener\">major arms partner<\/a> of Iran, but the two countries have not signed any new deals since 2005. That could now change.<\/p>\n<h3 style=\"text-align: left\">What We\u2019re Following<\/h3>\n<p style=\"text-align: left\"><strong>Xi woos Central Asia. <\/strong>Xi is <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-06-15\/xi-takes-push-for-global-sway-to-central-asia-with-kazakh-visit\" target=\"\" rel=\"noopener\">visiting<\/a> Kazakhstan to meet with Central Asian leaders, looking to expand China\u2019s trade in an energy-rich region. Since taking office, Xi has visited Kazakhstan more times than any other country, except for Russia. In that time, China has supplanted Russia as Kazakhstan\u2019s <a href=\"https:\/\/www.rbc.ru\/economics\/28\/07\/2023\/64c3f8e89a7947a1b5f02cde\" target=\"\" rel=\"noopener\">primary trading partner<\/a>.<\/p>\n<p style=\"text-align: left\">But the Kazakh public is less keen on its neighbor, with many people <a href=\"https:\/\/carnegieendowment.org\/posts\/2024\/09\/kazakhstan-china-soft-power-adaptation?lang=en\" target=\"\" rel=\"noopener\">expressing<\/a> the view that their country\u2019s elites are selling them out to Beijing. China\u2019s internment of <a href=\"https:\/\/www.rferl.org\/a\/33088408.html\" target=\"\" rel=\"noopener\">ethnic Kazakhs<\/a> in Xinjiang has been a source of uproar in Kazakhstan, but the Kazakh government has nevertheless cracked down on <a href=\"https:\/\/www.rferl.org\/a\/kazakhstan-protests-china-xinjiang-rights-abuses\/31186209.html\" target=\"\" rel=\"noopener\">Xinjiang rights activists<\/a> to appease Beijing.<\/p>\n<p style=\"text-align: left\"><strong>Romance genre crackdown.<\/strong> Chinese police are once again <a href=\"https:\/\/www.abc.net.au\/news\/2025-06-12\/police-in-china-arrest-female-writers-over-homosexual-novels\/105403258\" target=\"\" rel=\"noopener\">arresting<\/a> the authors of so-called boys\u2019 love fiction, a popular online romance genre featuring homoerotic relationships between male characters. It originated in Japan and is largely written by and for women. Under Xi, online censors have <a href=\"https:\/\/blogs.soas.ac.uk\/china-institute\/2022\/10\/14\/why-is-china-banning-boys-love-bl-and-what-should-we-care\/\" target=\"\" rel=\"noopener\">repeatedly<\/a>targeted the genre.<\/p>\n<p style=\"text-align: left\">The animus is driven by a combination of factors: homophobia, anti-Japanese sentiment, and an <a href=\"https:\/\/thehill.com\/opinion\/international\/4479417-xi-jinping-wants-to-make-china-patriarchal-again-but-women-are-fighting-back\/\" target=\"\" rel=\"noopener\">increasingly patriarchal<\/a> attitude toward women\u2019s sexuality. This latest round also seems to be a manifestation of \u201c<a href=\"https:\/\/sinopsis.cz\/en\/deep-sea-fishing-how-china-turned-law-enforcement-into-national-organized-looting\/\" target=\"\" rel=\"noopener\">deep-sea fishing<\/a>,\u201d in which police look for offenses committed outside of their jurisdiction in order to impose fines and line their own pockets.<\/p>\n<p style=\"text-align: left\">At least 100 writers nationwide are estimated to have received police summons, often issued by authorities in other provinces, and face the prospect of fines or jail time.<\/p>\n<p style=\"text-align: left\">\n<h3 style=\"text-align: left\">Tech and Business<\/h3>\n<p style=\"text-align: left\"><strong>Rare earths leverage.<\/strong> After negotiators met in London last week, China has agreed to resume shipping rare earths to the United States. However, China is still <a href=\"https:\/\/www.reuters.com\/world\/china\/us-china-trade-truce-leaves-military-use-rare-earth-issue-unresolved-sources-say-2025-06-15\/\" target=\"\" rel=\"noopener\">limiting<\/a> some rare-earth exports\u2014specifically, those used by the U.S. military.<\/p>\n<p style=\"text-align: left\">As Scott Kennedy <a href=\"https:\/\/foreignpolicy.com\/2025\/06\/16\/china-rare-earths-trade-war-deal-trump\/\">writes<\/a> in <em>Foreign Policy<\/em>, China has clearly demonstrated its leverage in this area. Its <a href=\"https:\/\/www.cnbc.com\/2025\/06\/13\/chinas-tight-grip-on-rare-earths-shows-little-sign-of-weakening.html\" target=\"\" rel=\"noopener\">near-total monopoly<\/a> on rare-earth production gives it the ability to turn off <a href=\"https:\/\/elements.visualcapitalist.com\/charted-where-the-u-s-gets-its-rare-earths-from\/#:~:text=Many%20of%20these%20elements%20are,materials%20in%20their%20core%20products.\" target=\"\" rel=\"noopener\">critical sectors<\/a> of U.S. manufacturing. Beijing has previously avoided fully using that power, largely out of worry that it would drive Washington to reshore rare-earth refinement.<\/p>\n<p style=\"text-align: left\">This pause, however, showed that China was willing to turn the tap off. U.S. officials <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/trump-officials-weighed-broader-china-tech-restrictions-ahead-of-trade-talks-d8b8a769?gaa_at=eafs&amp;gaa_n=ASWzDAglrPqhgI-HK6jOwDhBRMvfyed1KY4vVM5zmMjbtvaGciNODHJQTQoBUT7xPgA%3D&amp;gaa_ts=685117c4&amp;gaa_sig=jPghKqmlJZz_TRb3PNVvFR7C6k4hCAynOZg0dkbR1u27_YQHZm8UibEoJXd8nhPRLxUa7S_IV1cLxAwzSfPkIQ%3D%3D\" target=\"\" rel=\"noopener\">considered<\/a> imposing new restrictions on critical technology exports before the London meeting, but China clearly won this game of chicken.<\/p>\n<div class=\"content-gated content-gated--main-article\" style=\"text-align: left\">\n<p>In recent days, U.S. President Donald Trump\u2019s language has been increasingly conciliatory, walking back threats to revoke visas of <a href=\"https:\/\/www.insidehighered.com\/news\/quick-takes\/2025\/06\/13\/reversal-trump-says-chinese-students-are-welcome\" target=\"\" rel=\"noopener\">Chinese students<\/a> and <a href=\"https:\/\/thehill.com\/homenews\/administration\/5352700-trump-russia-china-g7\/\" target=\"\" rel=\"noopener\">expressing a desire<\/a> to invite China\u2014and its friend Russia\u2014to join the G-7.<\/p>\n<p><strong>Hong Kong labor group closes. <\/strong>The China Labor Bulletin, a Hong Kong-based source for information on protests, wage disputes, and strikes in mainland China, has <a href=\"https:\/\/www.nytimes.com\/2025\/06\/12\/business\/hong-kong-labor-rights-nonprofit-closes.html\" target=\"\" rel=\"noopener\">shut down<\/a> after 31 years, citing financial problems. It\u2019s possible that the destruction of U.S. foreign aid under Trump has <a href=\"https:\/\/www.reuters.com\/world\/china\/china-rights-monitors-suspend-work-lay-off-staff-after-us-aid-freeze-2025-02-14\/\" target=\"\" rel=\"noopener\">affected the group<\/a>.<\/p>\n<p>But the sudden closure of the China Labor Bulletin and the disappearance of its website suggest that it may have been <a href=\"https:\/\/www.info.gov.hk\/gia\/general\/202506\/12\/P2025061200951.htm?fontSize=1\" target=\"\" rel=\"noopener\">targeted<\/a> by Hong Kong authorities. The introduction of a draconian national security law in 2020 effectively eliminated freedom of speech in Hong Kong, though some groups have managed to survive.<\/p>\n<p>The China Labor Bulletin was founded by Tiananmen dissident and mainland exile <a href=\"https:\/\/www.nytimes.com\/2024\/11\/10\/world\/asia\/china-labor-rights-han-dongfang.html\" target=\"\" rel=\"noopener\">Han Dongfang<\/a>, who emerged from the often-forgotten but critically important workers\u2019 side of the 1989 democracy movement.
