UN Security Council votes at Headquarters in New York to renew MINURSO\u2019s mandate for one year and reference Morocco\u2019s Autonomy Plan as the basis for negotiations.<\/p>\n

UNHQ, New York: The United Nations Security Council has renewed the mandate of the UN Mission for the Referendum in Western Sahara (MINURSO) for one year, adopting Resolution 2797 (2025) with 11 votes in favor, three abstentions \u2014 China, Pakistan, and Russia \u2014 and Algeria not participating.<\/p>\n

The resolution extends MINURSO\u2019s operations until October 31, 2026, and for the first time references Morocco\u2019s 2007 Autonomy Proposal as the basis for negotiations toward \u201ca just, lasting, and mutually acceptable political solution that provides for the self-determination of the people of Western Sahara.\u201d<\/p>\n

US Leads Diplomatic Effort
\nThe United States, which authored and negotiated the resolution, hailed it as a breakthrough. Delivering Washington\u2019s explanation of vote, Ambassador Mike Waltz said the decision marks \u201ca long-overdue step toward peace.\u201d<\/p>\n

\u201cWe urge all parties to come to the table and engage in serious discussions using Morocco\u2019s credible and realistic Autonomy Proposal as the only basis for a just and lasting solution,\u201d Waltz said.
\nHe added that the U.S. \u2014 under President Donald J. Trump \u2014 remains \u201cdeeply committed to facilitating progress toward peace and prosperity for the people of Western Sahara.\u201d<\/p>\n

Following the vote, Waltz posted on X (formerly Twitter):
\n\u201cToday\u2019s Security Council vote on the Western Sahara was a historic win and should be the start of a process for peace. All parties must seize the moment and come to the table to finally end this 50-year-old conflict.\u201d<\/p>\n

\nRabat welcomed the outcome as a diplomatic victory. The Moroccan Foreign Ministry said the resolution \u201cconfirms the growing international consensus that autonomy under Moroccan sovereignty offers the only credible path forward.\u201d<\/p>\n

The vote follows a statement by U.S. Secretary of State Marco Rubio earlier this year reaffirming Washington\u2019s recognition of Moroccan sovereignty and calling the autonomy plan \u201cthe only framework for resolving this long-standing dispute.\u201d<\/p>\n

Algeria Objects but Has No Veto
\nAlgeria, which does not hold veto power as a non-permanent Council member, chose not to participate in the vote. Its representative argued that the text \u201cfails to reflect the UN\u2019s decolonization doctrine\u201d and criticized it for \u201cprioritizing Morocco\u2019s territorial ambitions.\u201d<\/p>\n

Growing International Support
\nFrance, the United Kingdom, and several African and Latin American members voiced support for Morocco\u2019s autonomy initiative, describing it as \u201ccredible, viable, and pragmatic.\u201d
\nDiplomats said the vote reflects a growing consensus that autonomy \u2014 not a long-delayed referendum \u2014 is the most practical foundation for peace.<\/p>\n

UN Calls for Renewed Dialogue
\nThe Council\u2019s decision follows a report from UN Secretary-General Ant\u00f3nio Guterres warning of renewed tensions and humanitarian hardship in the Tindouf refugee camps. The resolution requests a strategic review of MINURSO within six months, potentially paving the way for mission reforms tied to political progress.<\/p>\n

For Washington, the vote reaffirms its renewed influence at the UN and in North Africa. For the UN, it represents a shift from decolonization rhetoric to pragmatic negotiation.
