الموضوع: نداء قانوني وإنساني لوقف الاعتداءات المتكررة وخرق ميثاق الأمم المتحدة.

حضرات السادة المحترمين،

أتوجّه إليكم بهذه الرسالة انطلاقًا من واجبي الأخلاقي والقانوني، وبصفتي محاميًا ومدافعًا عن قيم الحرية والعدالة، لأُعبّر عن إدانتي الشديدة للعدوان الذي قامت به سلطات الاحتلال الإسرائيلي – الكيان الغاصب – على عدد من دول المنطقة، في اعتداءات متكررة تُهدد بشكل مباشر السلم والأمن الدوليين.

لقد شهد العالم في الأشهر الأخيرة عدوانًا سافرًا استهدف قطاع غزة، وسوريا، واليمن، وإيران، في خرق فاضح للسيادة الوطنية لتلك الدول، وانتهاك صارخ لأحكام الفصل السابع من ميثاق الأمم المتحدة، الذي يحظر استخدام القوة إلا في حالات استثنائية محددة بموجب القانون الدولي.

إن هذا العدوان لا يمثل فقط انتهاكًا لمبادئ القانون الدولي، بل يُعدّ كذلك تحدّيًا مباشرًا لمكانة الأمم المتحدة، وتقويضًا لدورها في صون الأمن الجماعي، وتعديًا صارخًا على حياة المدنيين، وخرقًا واضحًا لمبادئ التمييز والتناسب وعدم الإضرار بالمدنيين، المنصوص عليها في القانون الدولي الإنساني.

كما أننا نستغرب ونسجل بقلق بالغ موقف الولايات المتحدة الأمريكية، العضو الدائم في مجلس الأمن، إزاء العدوان المتواصل الذي ينفذه الكيان المحتل.

فبدل أن تضطلع بدورها في تهدئة التوترات، وكبح جماح التهور الذي يبديه القائمون على هذا الكيان الغاصب، اختارت أن توفّر له غطاءً سياسيًا كاملاً، وتُلوّح بدعمه عسكريًا، في خطوات قد تُفسّر بأنها مشاركة ضمنية في العدوان، أو دفع متعمد نحو التصعيد.

إن هذا الانحياز السافر لا يهدد فقط مصداقية النظام الدولي، بل يُنذر بانزلاق خطير نحو حرب إقليمية شاملة، قد تتجاوز تداعياتها حدود المنطقة، وتمس الأمن العالمي برمّته.

وعليه، نطالب بما يلي:

1. إدانة صريحة ومباشرة من قبل الأمم المتحدة للعدوان الذي قام به الكيان الغاصب على أراضي دول ذات سيادة.

2. دعوة عاجلة لمجلس الأمن لاتخاذ موقف حازم بموجب الفصل السابع، وفرض عقوبات وإجراءات مناسبة بحق الطرف المعتدي.

3. تشكيل بعثات تحقيق دولية مستقلة لتوثيق الانتهاكات وتحديد المسؤوليات الجنائية والقانونية.

4. دعم مسار العدالة الدولية، وتفعيل دور المحكمة الجنائية الدولية في ملاحقة المسؤولين عن جرائم الحرب والعدوان.

5. إعادة التأكيد على مبادئ ميثاق الأمم المتحدة، وخاصة مبدأ احترام سيادة الدول، وحظر استخدام القوة دون تفويض قانوني مشروع.

حضراتكم الأجلاء،

إن السكوت عن هذا العدوان الجبان لا يُفسّر إلا كتواطؤ أو قبول ضمني بانتهاك القانون الدولي، وهو ما يشكّل سابقة خطيرة، ويقوّض الثقة في المنظومة الأممية.

ندعوكم إلى تحرك فوري يتناسب مع حجم الخطر المحدق، ويعيد الاعتبار لدور الأمم المتحدة كحامية للعدالة، وضامنة لسيادة الشعوب وكرامة الإنسان.

Subject: Legal and Humanitarian Appeal to Stop Repeated Acts of Aggression and Violations of the UN Charter

Your Excellencies,

I write to you today out of both legal and moral responsibility, and in my capacity as a lawyer and advocate for the values of freedom and justice, to express my strong condemnation of the repeated acts of aggression committed by the Israeli occupying authorities – the usurping entity – against several countries in the region, which pose an escalating threat to international peace and security.

In recent months, the world has witnessed blatant attacks targeting Gaza, Syria, Yemen, and most recently Iran, in clear violations of the sovereignty of these nations and in breach of Chapter VII of the United Nations Charter, which strictly prohibits the use of force outside the bounds of international legality.

These actions constitute not only a grave violation of international law but also a direct challenge to the authority of the United Nations, undermining its role in safeguarding collective security. Moreover, they endanger civilian populations and blatantly violate the fundamental principles of international humanitarian law—especially those of proportionality, distinction, and protection of civilians.

Furthermore, we express deep concern and astonishment regarding the position of the United States of America, a permanent member of the Security Council, concerning this ongoing aggression by the occupying entity.

Instead of acting to de-escalate tensions and restrain the recklessness of those in charge of this usurping power, the United States has chosen to provide it with full political cover while signaling potential military support—moves that may amount to implicit complicity in the aggression or a deliberate push toward escalation.

Such open alignment not only threatens the credibility of the international order but risks dragging the entire region into a large-scale regional war, the consequences of which could extend far beyond the Middle East and endanger global security.

Accordingly, we call for the following:

1. An unequivocal condemnation by the United Nations of all unlawful acts of aggression against the sovereign territories of member states.

2. An urgent call to the Security Council to take a firm stance under Chapter VII and impose appropriate measures on the aggressor.

3. The establishment of independent international fact-finding missions to document violations and identify those responsible.

4. Support for international justice mechanisms, including activation of the role of the International Criminal Court to ensure accountability and prevent impunity.

5. A reaffirmation of the core principles of the UN Charter, especially respect for state sovereignty and the prohibition of the use of force without clear and legitimate international authorization.

Your Excellencies,

The silence of the international community in the face of such aggression can only be interpreted as complicity or tacit approval of the erosion of international law, which sets a dangerous precedent and weakens faith in the United Nations system.

We therefore urge you to act urgently and decisively, in a manner that matches the gravity of the situation and restores the authority of the United Nations as a guardian of justice, sovereignty, and the rights of peoples.
