أصدرت رابطة معونه لحقوق الإنسان والهجرة (AMHRI)، بالشراكة مع الشبكة اليمنية للحقوق والحريات، تقريرها الدوري للعام 2025 ، والذي يوثق بصورة دقيقة ابرز الانتهاكات الجسيمة لحقوق الإنسان في اليمن. ويؤكد التقرير أن هذه الانتهاكات، التي ارتكبتها أساسًا وأغلبيتها المطلقة ميليشيات الحوثيين المدعومة من النظام الإيراني إلى جانب بقية أطراف الصراع الأخرى بنسب متفاوتة ، تشكّل جرائم خطيرة ترقى إلى مستوى جرائم الحرب والجرائم ضد الإنسانية.

أبرز ما تناوله التقرير:
• الانتهاكات ضد المدنيين: قتل خارج نطاق القانون وهجمات عشوائية وزراعة ألغام.
• الاعتقالات والإخفاء القسري: استهداف الصحفيين والناشطين والأكاديميين.
• تجنيد الأطفال: استمرار الحوثيين في تجنيد الأطفال واستخدامهم كدروع بشرية.
• الانتهاكات ضد النساء: عنف جنسي واستهداف ممنهج للناشطات وحرمان من الحريات.
• الجرائم الاقتصادية والإنسانية: نهب المساعدات الإنسانية وفرض الإتاوات.
• استهداف البنية التحتية: تدمير المنشآت الطبية والتعليمية ومشاريع المياه والكهرباء.

“إن استمرار جرائم ميليشيات الحوثيين، ومنها اختطاف المئات بل والآلاف من المدنيين والناشطين اليمنيين لمجرد احتفالهم بالعيد الوطني لثورة 26 سبتمبر، وجريمة اختطاف الأمين العام لحزب المؤتمر الشعبي العام غازي الأحول و12 من مرافقيه في أغسطس الماضي وإخفائهم قسرًا، وإصدار أحكام إعدام جائرة خارج إطار القانون، تكشف بوضوح طبيعة هذه الميليشيات التي تمارس أبشع صور الإرهاب بحق الشعب اليمني. كما أن استمرارها في اختطاف العشرات من موظفي الأمم المتحدة والسفارات الأجنبية ومنظمات المجتمع المدني المحلية ورفضها الإفراج عنهم، ناهيكم عن اختطاف الدولة والعاصمة وممارسة سياسة إرهاب المجتمع، يمثل تحديًا صارخًا لكل المناشدات الأممية وقرارات الشرعية الدولية بشأن اليمن.
وفي الوقت نفسه، فإن جريمة اغتيال السيدة أفتَهان المشهري، مديرة صندوق النظافة في مدينة تعز، بشكل علني مرعب وخارج إطار القانون من قبل ميليشيات إرهابية شريكة في الحكومة اليمنية الشرعية – وغياب قدرة الحكومة على محاكمة من يقفون وراء هذه الجريمة رغم معرفتها بهم، يكشف حجم الانفلات الأمني في تعز وتواطؤ القيادات العسكرية والأمنية الشريكة في الدولة مع هذه الجرائم. إننا في رابطة معونه لن نتوقف عن المطالبة بالعدالة والمساءلة حتى ينال المجرمون عقابهم أيا كانت مواقعهم.”

دعوة عاجلة:

اختتم التقرير بدعوة المجتمع الدولي إلى تحرك فوري لحماية المدنيين اليمنيين، وتعزيز آليات المساءلة المحلية وبناء قدراتها ، ومحاسبة ميليشيات الحوثيين المدعومة من إيران وسائر الأطراف المتورطة في الانتهاكات، بما فيها تلك التي تتم تحت غطاء الدولة الشرعية أو بتواطؤ من قياداتها.

وأشار البيان إلى أن هذا التقرير المشترك قد تم مشاركته رسميًا خلال اعمال الدورة 60 لمجلس حقوق الإنسان في جنيف، والدورة 80 للجمعية العامة للأمم المتحدة في نيويورك، كما تم تسليمه إلى مكتب الأمين العام للأمم المتحدة في نيويورك والى الدول الاعضاء في مجلس الأمن الدولي والدول الاعضاء في الامم المتحدة في نيويورك ، والى كافة المنظمات الحقوقية الدولية ذات الصلة ، بهدف اطلاع المجتمع الدولي والمنظمات الحقوقية على حجم وبشاعة تلك الانتهاكات من أرض الواقع، وحثها على التضامن مع الشعب اليمني ومع ضحايا الانتهاكات، ولإنقاذه مما يعانيه، ومساعدته في استعادة دولته وتحقيق السلام العادل والشامل وفقًا للقرارات الدولية ذات الصلة.

Ma’onah Association and Partners Present Annual Report on Human Rights Violations in Yemen for 2025 to the International and Local Community

📍 New York / Geneva – Yemen – October 3, 2025

The Association Ma’onah for Human Rights and Immigration (AMHRI), in partnership with the Yemeni Network for Rights and Freedoms, has issued its 2025 annual report, which provides accurate documentation of the most serious human rights violations in Yemen. The report confirms that these violations, committed primarily and overwhelmingly by the Houthi militias backed by the Iranian regime, along with other parties to the conflict to varying degrees, constitute grave crimes that amount to war crimes and crimes against humanity.

Key Findings of the Report:
• Violations against civilians: Extrajudicial killings, indiscriminate attacks, and landmine planting.
• Arbitrary arrests and enforced disappearances: Targeting journalists, activists, and academics.
• Child recruitment: Continued recruitment and use of children by the Houthis as human shields.
• Violations against women: Sexual violence, systematic targeting of women activists, and restrictions on freedoms.
• Economic and humanitarian crimes: Looting of humanitarian aid and the imposition of extortion.
• Targeting infrastructure: Destruction of medical and educational facilities, as well as water and electricity projects.

“The continuation of Houthi crimes — including the abduction of hundreds, even thousands, of Yemeni civilians and activists simply for celebrating the National Day of the September 26 Revolution; the abduction of General People’s Congress Secretary-General Ghazi Al-Ahoul and 12 of his companions in August and their enforced disappearance; and the issuance of arbitrary death sentences outside any legal framework — clearly reveals the nature of these militias, which practice the worst forms of terrorism against the Yemeni people. Their continued abduction of dozens of UN staff, foreign embassy employees, and local civil society members, and refusal to release them, not to mention the seizure of the state and the capital and the systematic terrorization of society, represents an open challenge to all UN appeals and international resolutions concerning Yemen.
At the same time, the heinous assassination of Mrs. Aftahan Al-Mashhari, Director of the Cleanliness Fund in Taiz, carried out publicly and unlawfully by terrorist militias affiliated with the Muslim Brotherhood — a partner in the so-called legitimate Yemeni government — and the government’s failure to prosecute those responsible despite knowing them, highlights the scale of lawlessness in Taiz and the complicity of military and security leaders within the state apparatus. At AMHRI, we will not cease demanding justice and accountability until all perpetrators are held accountable, regardless of their position or affiliation.”

“At the Yemeni Network for Rights and Freedoms, we call on the international community for a clear and unequivocal condemnation of all violations committed by the Houthi militias, and for the prosecution of their leaders involved in these crimes. At the same time, we emphasize that supporting local Yemeni monitoring organizations and building their capacities for independent, professional documentation of violations is essential for achieving justice. Yemenis have long suffered from favoritism and selectivity in the past. Today, it is time to correct this course and ensure that the victims’ voices are recorded and reach the world free from political manipulation.”

Urgent Call:

The report concludes with an urgent call to the international community for immediate action to protect Yemeni civilians, strengthen and build local accountability mechanisms, and hold the Houthi militias backed by Iran — as well as all other parties involved in violations, including those acting under the cover of the Yemeni government or with the complicity of its leadership — accountable.

The statement further notes that this joint report was officially presented during the 60th session of the UN Human Rights Council in Geneva and the 80th session of the UN General Assembly in New York. It was also submitted to the Office of the UN Secretary-General in New York, to the member states of the UN Security Council, to UN member states in New York, and to all relevant international human rights organizations. The aim is to inform the international community and rights organizations of the scale and horror of these violations on the ground, and to urge them to stand in solidarity with the Yemeni people and the victims of violations — to save them from their suffering, and to assist them in restoring their state and achieving just and comprehensive peace in accordance with relevant international resolutions.
