رابطة معونه تصدر اليوم تقريرًا حقوقيًا شاملاً يوثق آثار العدوان الإيراني على المدنيين في دول الخليج العربي ، وتحذر من كارثة إنسانية تطال عشرات ملايين المهاجرين ، وتعلن عن تخطيطها لاقامة فعالية مناصرة دولية للقضية في نيويورك الشهر القادم .

أعلنت رابطة معونه لحقوق الإنسان والهجرة (AMHRI) عن إصدار تقريرها الحقوقي الموسع الذي وثق تداعيات العدوان العسكري الإيراني على دول الخليج العربي خلال الفترة من 28 فبراير إلى 7 أبريل 2026، ويكشف عن الأثر الإنساني الكارثي الذي طال عشرات ملايين المهاجرين في المنطقة.

ويؤكد التقرير أن هذه الهجمات، التي شملت أكثر من 1,500 ضربة صاروخية وطائرات مسيّرة، لم تقتصر على الأهداف العسكرية، بل امتدت بشكل ممنهج إلى البنية التحتية المدنية، بما في ذلك المطارات والموانئ والمنشآت النفطية، ما أدى إلى سقوط عشرات الضحايا المدنيين، تجاوزت نسبة المهاجرين منهم 57%، في مؤشر خطير على حجم الانتهاكات المرتكبة.

المهاجرون في قلب الأزمة

يشدد التقرير على أن أكثر من 35 مليون عامل مهاجر في دول الخليج إضافة إلى مواطني دول الخليج العربي،وجدوا أنفسهم في مواجهة مباشرة مع تداعيات العدوان ، رغم أنهم لم يكونوا طرفًا فيه. وقد أصبح هؤلاء العمال ضحايا مزدوجين:
ضحايا للهجمات العسكرية، وضحايا لقيود قانونية حالت دون قدرتهم على مغادرة مناطق الخطر.

كما وثّق التقرير شهادات ميدانية مؤلمة لعمال فقدوا حياتهم أثناء أداء أعمالهم اليومية، وآخرين فقدوا مصادر دخلهم بالكامل، في ظل إغلاق المطارات وتعطل الأنشطة الاقتصادية.

توصيف قانوني خطير للانتهاكات

تؤكد رابطة معونه أن الوقائع الموثقة في التقرير تشير إلى ارتكاب انتهاكات جسيمة للقانون الدولي، قد ترقى إلى:
• جريمة عدوان وفقًا لقرار الجمعية العامة للأمم المتحدة رقم 3314،
• جرائم حرب نتيجة استهداف منشآت مدنية،
• وانتهاكات صريحة لمبادئ التمييز والتناسب المنصوص عليها في القانون الدولي الإنساني.

كما اعتبرت الرابطة أن إغلاق مضيق هرمز يشكل انتهاكًا واضحًا لقواعد حرية الملاحة الدولية، ويهدد الأمن والسلم الدوليين.

تحركات دولية ومسار نحو المساءلة

في إطار جهودها المستمرة، قامت الرابطة بعدة خطوات على المستوى الدولي، شملت:
• مخاطبة الأمين العام للأمم المتحدة ومجلس الأمن،
• تقديم إحاطات رسمية أمام مجلس حقوق الإنسان،
• وتقديم بلاغ قانوني إلى المحكمة الجنائية الدولية لفتح تحقيق في الجرائم المرتكبة.

وقد أسفرت هذه الجهود عن اعتماد قرار مجلس الأمن رقم 2817 بتاريخ 11 مارس 2026، إضافة إلى عقد جلسة طارئة في مجلس حقوق الإنسان لهذه الغاية، وصدور قرار مجلس حقوق الإنسان التابع للأمم المتحدة لمعالجة تداعيات العدوان الإيراني .

دعوة عاجلة للتحرك الدولي

تدعو رابطة معونه المجتمع الدولي إلى اتخاذ إجراءات فورية وفعالة، أبرزها:
• ضمان التنفيذ الكامل لقرار مجلس الأمن رقم 2817،
• إنشاء آلية دولية مستقلة للتحقيق والمساءلة،
• تأمين حماية عاجلة للمهاجرين، بما في ذلك فتح ممرات آمنة للإجلاء،
• وضمان حصولهم على الرعاية الصحية والخدمات الأساسية دون تمييز.

كما تدعو الرابطة دول الخليج العربي إلى اتخاذ تدابير عاجلة لحماية العمال المهاجرين، تشمل إعفاءهم من الديون والرسوم، وتوفير أنظمة إنذار مبكر متعددة اللغات.

رسالة ختامية

تؤكد رابطة معونه لحقوق الإنسان والهجرة أن هذه الأزمة تمثل اختبارًا حقيقيًا لمدى التزام المجتمع الدولي بحماية حقوق شعوب دول الخليج العربي المتضررة من العدوان الإيراني السافر وخصوصا الفئات الأكثر هشاشة، وعلى رأسها العمال المهاجرون.

وتشدد الرابطة على أن حماية العمال المهاجرين في أوقات النزاع يجب أن تتحول من التزام أخلاقي إلى واجب قانوني مُلزم، بما يضمن عدم تكرار هذه المأساة الإنسانية وتعويض الضحايا والمتضررين ومساءلة المعتدين .

هذا وستُنظّم رابطة معونه لحقوق الإنسان والهجرة في القريب العاجل فعالية بعنوان “حلقة نقاش” في مدينة نيويورك، وذلك لإطلاق التقرير رسميًا، ومناقشة محتواه، واستعراض أفضل آليات مناصرة المتضررين من هذا العدوان في المحافل الدولية.

كما تهدف الفعالية إلى التنسيق لإنشاء تحالف مدني عالمي لدعم حقوق الضحايا والمتضررين من العدوان الإيراني، وفقًا لأحكام القانون الدولي، وبمشاركة عدد من المتضررين والمهتمين بهذه القضية، وبالشراكة مع المنظمات غير الحكومية الراغبة في الانضمام إلى هذه الجهود الطوعية.

وستُعلن الرابطة عن موعد ومكان الفعالية في وقت لاحق، بالتزامن مع انعقاد المنتدى الدولي الثاني للأمم المتحدة لاستعراض سياسات الهجرة (IMRF)، الذي سيُعقد في مقر الأمم المتحدة بمدينة نيويورك خلال الفترة من 5 إلى 8 مايو 2026.

The Association Ma’onah for Human Rights and Immigration (AMHRI) has announced the release of its comprehensive human rights report documenting the consequences of Iranian military aggression against the Gulf States during the period from 28 February to 7 April 2026, highlighting the devastating humanitarian impact on tens of millions of migrants across the region.

The report confirms that the attacks—comprising more than 1,500 missile strikes and drone operations—extended beyond military targets and systematically struck civilian infrastructure, including airports, seaports, and oil facilities. These attacks resulted in dozens of civilian casualties, with over 57% of the victims identified as migrant workers, raising serious concerns regarding the scale and nature of violations committed.

Migrants at the Center of the Crisis

The report underscores that more than 35 million migrant workers in the Gulf region were directly exposed to the consequences of the conflict, despite not being parties to it.

These workers became double victims:
• victims of military attacks, and
• victims of restrictive legal frameworks that limited their ability to leave danger zones, particularly under the kafala (sponsorship) system, which constrains freedom of movement.

The report further documents compelling field testimonies from migrant workers, including individuals who lost their lives while performing routine duties.

Serious Legal Characterization of Violations

AMHRI affirms that the documented incidents may constitute grave violations of international law, including:
• A crime of aggression, in accordance with UN General Assembly Resolution 3314
• War crimes, due to the targeting of civilian infrastructure
• Serious violations of the principles of distinction and proportionality under international humanitarian law

The Association also stressed that the closure of the Strait of Hormuz constitutes a clear violation of the principle of freedom of navigation and poses a serious threat to international peace and security.

International Advocacy and Path Toward Accountability

As part of its ongoing efforts, AMHRI undertook several international actions, including:
• Formal communications to the UN Secretary-General and the UN Security Council
• Official briefings before the UN Human Rights Council
• Submission of a legal communication to the International Criminal Court (ICC) requesting an investigation into the alleged crimes

These efforts contributed to the adoption of UN Security Council Resolution 2817 (11 March 2026), as well as the convening of an urgent session of the Human Rights Council, which resulted in the adoption of a UN resolution addressing the consequences of the Iranian aggression.

Urgent Call for International Action

AMHRI calls on the international community to take immediate and effective measures, including:
• Ensuring the full implementation of UN Security Council Resolution 2817
• Establishing an independent international accountability mechanism
• Providing urgent protection for migrant workers, including safe evacuation corridors
• Guaranteeing access to healthcare and essential services without discrimination

The Association also urges Gulf States to adopt immediate measures to protect migrant workers, including debt relief, waiver of administrative penalties, and the establishment of multilingual early warning systems.

The Association stresses that protecting migrant workers in times of conflict must evolve from a moral obligation into a binding legal duty, ensuring accountability, reparations for victims, and the prevention of future humanitarian tragedies.

AMHRI will soon organize an advocacy event titled “Roundtable Discussion” in New York to officially launch the report, discuss its findings, and explore effective strategies to advocate for victims at the international level.

The event will also aim to coordinate the establishment of a global civil society coalition to support the rights of victims affected by Iranian aggression, in accordance with international law, with the participation of affected individuals, stakeholders, and partner NGOs.
