بيان صادر عن تيار استعادة شرعية الدولة اليمنية ورفض الوصاية الأجنبية على اليمن

إدانة التدخلات الإيرانية والسعودية في الشأن الداخلي اليمني ، والتأكيد على حق الشعب اليمني في استعادة دولته وقراره السيادي .

يتابع تيار استعادة شرعية الدولة اليمنية بقلق بالغ التطورات الأخيرة المتعلقة بتصاعد التدخلات الخارجية في الشأن اليمني، والتي تجلت مؤخراً في إعلان جمهورية إيران الإسلامية اعترافها بما يسمى “سلطات صنعاء” ممثلاً شرعياً للشعب اليمني، بالتزامن مع تسيير رحلات جوية مباشرة بين طهران وصنعاء، وما يمثله ذلك من انتهاك صريح لسيادة الجمهورية اليمنية وخرق واضح لقرارات مجلس الأمن الدولي ذات الصلة، ولا سيما القرارين رقم (2140) لعام 2014 و(2216) لعام 2015 الصادرين تحت الفصل السابع من ميثاق الأمم المتحدة.

كما يؤكد التيار أن التدخلات السعودية المستمرة في الشأن اليمني، وما رافقها منذ عام 2014 من حصار شامل وقيود مفروضة على مطار صنعاء الدولي وميناء الحديدة، إضافة إلى التدخل المباشر في تشكيل وترتيب السلطات التنفيذية اليمنية خارج الأطر الدستورية والانتخابية، تمثل بدورها انتهاكاً لمبدأ سيادة الدول وعدم التدخل في شؤونها الداخلية، المكفولين بموجب ميثاق الأمم المتحدة والقانون الدولي.

إن تيار استعادة شرعية الدولة اليمنية ورفض الوصاية الأجنبية يؤكد رفضه القاطع لجميع أشكال الوصاية والتدخل الخارجي في اليمن، سواء كانت إيرانية أو سعودية أو صادرة عن أي طرف إقليمي أو دولي آخر، ويشدد على أن الشعب اليمني وحده هو صاحب الحق الأصيل في تقرير مصيره واختيار نظامه السياسي واستعادة مؤسساته الدستورية بعيداً عن أي إملاءات أو ترتيبات تفرض من الخارج.

ويؤكد التيار أن استمرار التعامل مع اليمن كساحة نفوذ إقليمي أو مجال لتصفية الصراعات الدولية والإقليمية لن يؤدي إلا إلى إطالة أمد الأزمة اليمنية وتعميق معاناة الشعب اليمني وتقويض فرص السلام والاستقرار.

وفي هذا السياق، يطالب التيار بما يلي:

1. عقد جلسة طارئة لمجلس الأمن الدولي للنظر في جميع أشكال التدخلات الخارجية في اليمن دون انتقائية أو ازدواجية في المعايير.
2. فتح تحقيق دولي بشأن الدعم السياسي والعسكري واللوجستي الإيراني لجماعة الحوثي، وما يمثله من انتهاك لقرارات مجلس الأمن ذات الصلة .
3. مراجعة الآثار القانونية والإنسانية للحصار والقيود السعودية المفروضة على اليمن وما ترتب عليها من أضرار جسيمة بحق المدنيين والبنية الاقتصادية والإنسانية للدولة اليمنية.
4. احترام حق الشعب اليمني في استعادة مؤسساته الدستورية ورفض أي ترتيبات سياسية أو سلطوية يتم فرضها خارج الإرادة الشعبية والأحكام الدستورية النافذة.

كما يجدد التيار تأكيده على أن مجلس النواب اليمني المنتخب يظل المؤسسة الدستورية الشرعية الوحيدة المستمدة من الإرادة الشعبية المباشرة، وأن أي محاولات خارجية من اي دولة كانت لتجاوز الشرعية الدستورية أو فرض كيانات وسلطات موازية تحت أي مبرر سياسي أو عسكري لا يمكن أن تمنح الشرعية أو تحل محل الإرادة الحرة للشعب اليمني.

وفي الوقت الذي يرحب فيه التيار بالجهود الدولية الصادقة الرامية إلى تحقيق السلام في اليمن، فإنه يدعو المجتمع الدولي والأمم المتحدة إلى تبني موقف متوازن يقوم على احترام سيادة الجمهورية اليمنية ووحدة أراضيها واستقلال قرارها الوطني، وإخضاع جميع التدخلات الخارجية للمعايير القانونية ذاتها، دون تمييز بين طرف اجنبي وآخر.

إن السلام الحقيقي والدائم في اليمن لن يتحقق إلا من خلال إنهاء جميع أشكال الوصاية الخارجية، وتمكين اليمنيين من استعادة دولتهم ومؤسساتهم الدستورية وقرارهم الوطني المستقل، وبناء تسوية سياسية عادلة وشاملة يقودها اليمنيون أنفسهم دون أي تدخل أو إملاء خارجي.

Statement Issued by the Movement for the Restoration of the Legitimacy of the Yemeni State and the Rejection of Foreign Guardianship over Yemen

Condemning Iranian and Saudi Interference in Yemen’s Internal Affairs and Reaffirming the Yemeni People’s Right to Restore Their State and Sovereign Decision-Making

The Movement for the Restoration of the Legitimacy of the Yemeni State is following with deep concern the recent developments related to the escalation of foreign interference in Yemeni affairs. This has been manifested most recently in the Islamic Republic of Iran’s announcement recognizing the so-called “Sana’a authorities” as the legitimate representative of the Yemeni people, coinciding with the operation of direct flights between Tehran and Sana’a. Such actions constitute a flagrant violation of the sovereignty of the Republic of Yemen and a clear breach of the relevant United Nations Security Council resolutions, particularly Resolutions 2140 (2014) and 2216 (2015), both adopted under Chapter VII of the Charter of the United Nations.

The Movement further affirms that the continued Saudi interventions in Yemeni affairs, including the comprehensive blockade and restrictions imposed since 2014 on Sana’a International Airport and the Port of Hodeidah, as well as direct involvement in the formation and restructuring of Yemen’s executive authorities outside constitutional and electoral frameworks, likewise constitute violations of the principles of state sovereignty and non-interference in the internal affairs of states, as guaranteed under the Charter of the United Nations and international law.

 

The Movement for the Restoration of the Legitimacy of the Yemeni State and the Rejection of Foreign Guardianship unequivocally rejects all forms of foreign guardianship and external interference in Yemen, whether Iranian, Saudi, or originating from any other regional or international actor. The Movement stresses that the Yemeni people alone possess the inherent and inalienable right to determine their own destiny, choose their political system, and restore their constitutional institutions free from any external dictates or imposed arrangements.

The Movement further emphasizes that the continued treatment of Yemen as an arena for regional influence or as a battleground for settling international and regional rivalries will only prolong the Yemeni crisis, deepen the suffering of the Yemeni people, and undermine prospects for peace and stability.

In this context, the Movement calls for the following:

1. The convening of an emergency session of the United Nations Security Council to examine all forms of foreign interference in Yemen without selectivity or double standards.
2. The opening of an international investigation into Iranian political, military, and logistical support for the Houthi movement and its implications as a violation of relevant Security Council resolutions.
3. A review of the legal and humanitarian consequences of the Saudi-imposed blockade and restrictions on Yemen, and the severe damage they have caused to civilians and to Yemen’s economic and humanitarian infrastructure.
4. Respect for the Yemeni people’s right to restore their constitutional institutions and rejection of any political or governing arrangements imposed outside the popular will and the provisions of the Yemeni Constitution.

The Movement also reiterates that the elected Yemeni House of Representatives remains the sole legitimate constitutional institution deriving its authority directly from the will of the people. Any external attempts by any state whatsoever to circumvent constitutional legitimacy or impose parallel entities and authorities under any political or military pretext cannot confer legitimacy nor substitute for the free will of the Yemeni people.

While welcoming sincere international efforts aimed at achieving peace in Yemen, the Movement calls upon the international community and the United Nations to adopt a balanced approach based on respect for the sovereignty, territorial integrity, and independent national decision-making of the Republic of Yemen, and to subject all foreign interventions to the same legal standards without discrimination between one foreign actor and another.

Lasting and genuine peace in Yemen can only be achieved through ending all forms of foreign guardianship, enabling Yemenis to restore their state, constitutional institutions, and independent national decision-making, and building a just and comprehensive political settlement led by Yemenis themselves, free from any foreign intervention or external imposition.
